I had a circumcision revision due to phymosis, but my leathery prepuce fails to expand, allowing the glan to surface. Do I need a penis enlargement?

I am a very overweight diabetic male with congestive heart failure. I had a circumcision revision recently due to phymosis. The prepuce is "leathery" and fails to expand, allowing the glan to surface. Do I need a penis enlargement?
